That’s what Wikipedia writes about it: “James Brown is credited for inventing funk music in the middle ’60s. The characteristic funk drum beat is the most common rhythm used for rap music. Two of the earliest recordings which have a funk beat and lyrics which are rhymed in rhythm over this type of beat were released by comedian Pigmeat Markham, ‘Here Come the Judge’ and in 1969 another song about running numbers called ‘Who Got The Number?’.”

It does seem to touch on rap elements, but then you hear the bluesies ,jazz touch, which makes it more musicy, he almost sounds like Tom Jones towards the end, so he starts off a little rappy, but you could say that of other songs from the 1940's and 1950's, with Frank Sinatra or Doris Day singing, we need on expert to opine, it's a little rappy, but it's not as so were other songs, there's this wacky 1965? song,They're coming to take me away, that some would also argue is proto rap, the guy in it sounds goofy, almost like an Eminem.goofy

1960's rap…
I thought the “Here comes the judge” shtick originated on Laugh-In in the early 70’s, but apparently it was Pigmeat Markham who created it.
Black american choir group called the Jubalaires also rapped in the 1930 and 1940s. Two of the songs are on YouTube. One song is "Noah."
